  • Financial Advisory Services RFQ - Q&A |Page 1 of 1 CITY OF MARCELINE RFQ - MUNICIPAL FINANCIAL ADVISORY SERVICES ANSWERS FOR QUESTIONS RECEIVED BY APRIL 25, 2025 RELEASED APRIL 30, 2025 The City of Marceline, Missouri is providing answers to the following questions received regarding our RFQ - Municipal Financial Advisory Services: 1. Do we intend to finance the contemplated projects in one large bond issue or are you planning to tackle one by one? Answer: Some of the projects may be combined into a single issue - for example, the Wastewater Plant Construction and the Wastewater System Upgrades projects. Others will be addressed individually as engineering and project plans are finalized. We are seeking a municipal financial advisor to assist in determining the best financing structure for each project. 2. What do you estimate the total cost to be? Answer: The AMI (Advanced Metering Infrastructure) System project is estimated at $1.373 million dollars. One of the wastewater system upgrade projects, a new lift station, is estimated at $500,000. Cost estimates for the remaining projects, including additional wastewater system upgrades, are still being developed. 3. Is there any additional information you can provide on the funding source, type of financing and project cost would be appreciated. Answer: We expect the selected firm to help us evaluate all financing options as project costs become available and to assist in developing a comprehensive plan for presenting the funding strategy to our citizens. At this time, we anticipate financing the AMI System and the new lift station projects through lease-purchase agreements. These are utility infrastructure projects and are expected to be secured by utility rates. The final type of funding will depend on project- specific factors, whether certain projects can be bundled for bond issuance, and the recommendations provided by the selected financial advisor.
