  • Expression of Interest are invited for IFC Agribusiness Leadership Program (ALP) Review The Global Agriculture and Food Security Program (GAFSP) is a multi-lateral financial intermediary fund established in 2010 at the request of G20 leaders in response to the 2008 global food price crisis and a global recognition of years of underinvestment in food security and nutrition. GAFSP-s objective is to improve the income, food security, and nutrition of poor people in developing countries through more and better public and private sector investment. Within this objective, GAFSP Private Sector Window (PrSW) focuses on increasing and improving the commercial potential of small- and medium-sized agribusinesses and linking smallholder farmers to market by improving their access to finance, technology, expertise and inputs. GAFSP PrSW projects help to catalyze commercial funding and improve agricultural development by 1) raising crop productivity and improving resilience to climate change; 2) adopting innovative and modern technology; 3) linking farmers to market and sustainable supply chain; and 4) providing to smallholder farmers and SMEs with access to finance which is not commercially available in the market. This review will cover select advisory projects that have implemented ALP, which aims to which aims to improve producer organization professionalization and market linkages, such as with lenders, buyers, suppliers and other market partners. ALP integrates assessments, classroom training, and coaching in a 6- to 24-month program designed to measurably improve the management skills and professionalism of producer organizations, including retailers, cooperatives/unions, and model farmers. Approximately 29 MAS Advisory Services projects have implemented elements of the ALP curriculum, of which 18 of these have received GAFSP AS funding. Moreover, out of the 29 AS projects, 23 are linked to an existing or potential IFC investment, with 12 of those investments also supported by GAFSP. The principal purpose of the review is to assess the performance of ALP for IFC-s clients and their supply chain. This is an outcomes-focused review, i.e., it is expected to examine the medium-term effects of ALP training on clients and their supply chains. The Consultant will: • conduct a desk review of existing data collected by IFC project teams, which includes data on producer organization performance from SCOPEInsight tools and/or other internally collected project-related data and internal project deep-dives, • compile and review any additional external reviews of ALP (e.g. FAO/IFPRI study, AMEA survey of ALP adaptations e.g. Nuru low literacy, Rabobank/NCBA CLUSA coop capitalisation, Africa Turnaround ALP digitization) • conduct a limited number of (potentially 5 to 8) qualitative interviews with IFC clients and AMEA partners. • conduct a limited number of qualitative interviews on a sampled basis to beneficiary producer organizations. Approach and sample size to be discussed, considering their limited availability/willingness to participate and any other pandemic impacts. Given Covid restrictions, interviews will take place over the phone or online. The Consultant is expected to finalize the methodology in consultation with IFC MAS and Sector Economics colleagues once the assignment begins.
