015 POWER CONVERTER REFRESH:
THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.

Description: Strategic Systems Program (SSP) intends to procure and award a Basic Ordering Agreement (BOA) Order under BOA N0003025G1038 to General Dynamics Mission Systems (GDMS), Pittsfield, MA to refresh the 015 Power Converter, internal components. Efforts shall include delivery of a converter power supply refresh program plan, delivery of a technical data package, build and test of a power converter qualification unit, and documentation supporting required qualification efforts. Efforts shall be performed and delivered in accordance with the applicable Ordnance Directives (ODs) and Technical Program Management processes.

This order is being awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.3204(a)(1), as implemented by FAR Part 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Negotiations will be conducted with GDMS, Pittsfield, MA. GDMS is the sole manufacturer of the Trident (II) D5 Strategic Weapon System (SWS) Fire Control System and the only source with an in-depth knowledge and expertise and in-place capability to perform the required effort.
