The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740), plans to award a bridge contract on a Cost-Plus-Fixed-Fee, sole-source basis under the authority of 10 U.S.C. 2304(c)(1), and FAR 6.302-1(a)(2)(iii), Only one responsible source and no other supplies or services will satisfy agency requirements, to Morgan Business Consulting, LLC (MBC), located at 2550 South Clark St., Arlington, VA 22202. The requirement is currently being fulfilled under MBC task order N0017809D5776/N0003919F3004. The bridge contract will allow the Government to acquire necessary services until NAVWAR awards the competitive follow-on contract. The estimated period of performance of this contract is a base of three (3) months at an estimated total dollar value of $4.5M.This bridge contract will allow MBC to continue providing integrated Program Management, Financial Management, and Systems Engineering support services to PMW 740-s portfolio of international C4I programs. MBC is the contractor that currently possessed the historic and operational knowledge to enable PMW 740 to respond to security cooperation requirements, delivering tailored C4I solutions and services to international allies and coalition partners using Foreign Military Sales (FMS) and other Security Cooperation processes in support of United States (U.S.) national and foreign policy objectives.MBC is the only responsible source that can provide PMW 740-s requirements until the follow-on contract is awarded without incurring unacceptable delays or gaps in service delivering critical professional and technical support services to PMW 740 in response to Partner Nation requirements for integrated C4I products in compliance with Security Cooperation regulations and policies.This notice is not a request for competitive proposals.
