The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740), plans to award a modification to the existing bridge contract on a Cost-Plus-Fixed-Fee, sole-source basis under the authority of 10 U.S.C. 3204(a)(1), and FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements, to Morgan Business Consulting, LLC (MBC), located at 2550 South Clark St., Arlington, VA 22202. The requirement is currently being fulfilled under MBC bridge contract N0003923C4001. A follow-on competitive procurement for these services was awarded on 27 February 2023 and is currently under protest. The bridge contract modification will allow the Government to increase the Level of Effort (LOE) hours necessary to cover services until the protest of the follow-on task order award is resolved. The period of performance of the current bridge contract expires on 28 June 2023; this modification will add ceiling and hours for MBC to continue providing support services. The estimated total dollar value of this modification is $3.5M.This bridge contract modification will allow MBC to continue providing integrated Program Management, Financial Management, and Systems Engineering support services to PMW 740-s portfolio of international C4I programs. Other providers would require substantial ramp-up and transition time to ensure continuity of services in this short amount of time. The Government must add additional LOE hours through modification to the existing bridge contract to ensure uninterrupted support services, including any transition period required for a new contractor to ramp-up.
