1. GENERAL INFORMATION:
A. This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested, and a written solicitation will not be issued.
B. Solicitation W912LQ-25-Q-A023 is being issued as a Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 311991 (Perishable Prepared Food Manufacturing) with a small business size standard of 700 employees. The Product Service Code (PSC) is 8970 (Composite Food Packages). This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, effective 17 January 2025.
C. The Virginia Army National Guard (VAARNG) is seeking the purchase and delivery of breakfast and dinner enhancements during Exportable Combat Training Capability (XCTC). See the attached UGR Enhancements Product Description (PD) for the anticipated delivery dates and meal counts. Delivery address(es) will be provided at award.
D. The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation.
E. PIM 2022-02, section VIII:
NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or another external forum.
