Dear Prospective Quoter :
Enclosed is a Request for Quotations (RFQ) for Internet Leased line services for the United States Liaison Office in Bissau. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
Quotations are due by April 05, 2024 at 12:00 noon local time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
Your offer (one technical and one financial volume) must be submitted in a sealed envelope marked "Quotation Enclosed" to

In order for a quotation to be considered, you must also complete and submit the following:
SF-1449 (Blocks 17, 24 and 30). Block 24 should list the total value of the quote for the base year and the option years. Section 1, The Schedule (Fill-in pricing) Section 5, Representations and Certifications. Additional information as required in Section 3. Proof of SAM Registration Cybersecurity Supply Chain Risk Management (C-SCRM) C- SCRM Questionnaire and C-SCRM Software Producer Attestation Form
All contractors shall be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
