- The City of Mount Vernon (hereinafter, “the City”) seeks project-specific Statements of Qualification (SOQ) document submittals from qualified companies and/or individuals (hereinafter ”Consultant”) to provide architectural and engineering (A&E) professional services to complete design through bid award milestones for the 2025 Street Overlay project. This project is funded by local Transportation Benefit District funds.The work to be performed by the selected consultant consists of preparing surveying and civil engineering design, and preparing draft and final plans, specifications, and estimates (PS&E) packages for the anticipated pavement mill and overlay and related improvements on Old Highway 99 and Britt Road in Mount Vernon, Washington. Project extents include:Old Highway 99 from a point approximately 177 feet southeast of the intersection between Old Highway 99 and Blackburn Road south to the intersection with East Hickox Road.Britt Road (also referred to as Hazel Road) from the northern intersection with West Hazel Street (where West Hazel Street turns from east-west to north-south) southwest to the intersection between Britt Road and Dike Road.
