- The Palmdale Water District (PWD) is soliciting proposals from qualified and experienced consultants or consultant teams to prepare the District-s 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP) update in full compliance with Division 6, Part 2.6 of the California Water Code (§§10608-10656), also known as the Urban Water Management Planning Act, as well as all applicable state regulations and guidance documents.Firms submitting proposals must be legally authorized to operate in California and must include a California-registered Professional Engineer capable of signing and sealing all technical components of the work to be performed under the contract.The Consultant shall have the draft UWMP completed by April 1, 2026, to allow for District notifications, public review, and adoption. Following adoption of the 2025 UWMP and WSCP by the PWD Board of Directors, the Final UWMP must be submitted to the Department of Water Resources prior to July 1, 2026. The consultant shall ensure that electronic versions of the final documents are fully accessible in compliance with the Americans with Disabilities Act (ADA).
