The Department of Housing and Urban Development (HUD) is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to obtain training for HUD underwriters to improve their knowledge of housing finance terms; understand the tax credits and tax-exempt bonds; clarify HUD's various roles in housing; summarize regulations regarding tax credit financing; explore the roles of the development team; review requirements for new construction and substantial rehabilitation transactions; clarify Multifamily Application Processing (MAP) Guide requirements; comprehend key underwriting components; categorize sources and uses as mortgageable and non-mortgageable; and outline construction loan administration and servicing 221(d)(4) new construction or substantial loan transactions. The result of this market research will contribute to determining the method of procurement.
