- Description : ReCoverCA Program Administration and Operation. HCD is releasing this Request for Proposals for operations and administration of a CDBG-DR Single-Family Rehabilitation and Reconstruction program known as ReCoverCA. The program includes the rehabilitation or design-build reconstruction of single-family homes, as well as Mobilehome and Manufactured Housing Units (MHU) replacement/installation services in communities impacted by these disasters. The Contractor will assist HCD with program startup, administration, outreach and engagement, disaster case management, housing counseling, escrow services, construction management, monitoring and compliance, reporting, closeout, and other related support.
