This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, following FAR 13 Simplified Acquisition procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
1. The solicitation number is F3G5BA5181AL01. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.
2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04, effective 11 June 2025..
3. This combined synopsis/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 483112- Deep Sea Passenger Transportation, Small Business Size Standard 1,500 employees.
4. Offeror-s shall provide a completed Price List (see “Attachment 1 - PWS” for additional details).
Below is the contract line-item number (CLIN) breakdown:
CLIN 0001 - Labor (captains)
CLIN 0002 - Boats (two)
CLIN 0003 - Fuel (estimated)
CLIN 0004 - Travel, lodging and per diem
5. DESCRIPTION OF SERVICES: The contractor will provide two crewed vessels for two separate, 24-hour operating windows (2 vessels per operating window). The operating windows are 24 hours “dock to dock” and will be 24-hour periods starting at 0700L on 4 & 5 August. The vessels shall carry government passengers to act in a training capacity.
