This pre-solicitation notice is for the anticipated Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) Performance Based Logistics contract to support the 23 components overseen by Data Link Solutions (See Attachment A for list of items). This list includes 23 Families of repairable and consumable NIINs. The expected period of performance for this PBL contract will be for a total of 5 years. The awardee shall be required to repair or replace the items found in Attachment A and supplying or manufacturing the parts needed for those repairs. The awardee shall also be responsible for supplying or manufacturing the consumable components. The awardee shall also be required to partner with the Fleet Readiness Center Southwest (FRCSW), San Diego, CA for some of the repair touch labor and therefore are required to renew and/or execute a new Commercial Services Agreement (CSA) and/or Public Private Partnership (PPP).The awardee shall also be responsible for maintaining a pool of assets required to fill requisitions within specified response times, operation of logistic management systems, requisition processing, obsolescence and configuration management, warehousing, packaging and handling. The Contractor will be responsible for delivering Ready for Issue (RFI) material to CMIO to respond to COMSEC fleet requisitions in accordance with a COMSEC Availability Metric. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available.This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). In support of NAICS codes 334220, 334412, 334290, 335931, 335999, 444190, and 334111.
