Sources Sought / Intent to Sole Source Schneider Electric USA, Inc s PME 7.2 and Square D productsFor the Upgrade Electrical Metering Construction Project 585-23-103 at the Oscar G Johnson VA Medical Center325 East H Street, Iron Mountain, MI 4980136C25225Q0235The VA on behalf of the Oscar G Johnson VA Medical Center, Iron Mountain, MI intends to negotiate a sole source contract with Schneider Electric. As part of our diligence, we are providing an opportunity for sources who are authorized by Schneider Electric to respond to this notice. The medical center s electrical power metering and EPSS (Emergency Power Standby System) control and monitoring components are part of the Schneider Electric proprietary software suite known as Power Management Expert PME 7.2. Each of the devices within this system directly communicates with and is controlled by a centralized server which houses the proprietary software suite. In order to maintain proper operation of the PME 7.2 system only Schneider Electric components may be installed and only their trained staff are qualified to alter the software system to make program changes and upgrades including the installation of associated devices/components.Additionally, only Square D products will communicate and function within their proprietary software system. It is critical that this system perform flawlessly as it is part of the EPSS system that provides emergency power to the medical center and produces Joint Commission reports.If no authorized sources are identified by the closing date of this notice, the VA will proceed to contract for the Schneider Electric proprietary software suite known as Power Management Expert PME 7.2 and Square D products under the authority of FAR 6.302-1 (Only one responsible source and no other supply or services will satisfy agency requirement) to Schneider Electric USA, Inc, 1 Boston PL STE 2700 Boston, MA 02108-4411.
