Page 3 of 3Intent to Sole SourceThe Department of Veterans Affairs, NCO 21, intends to award a sole source firm fixed price contract to Waste Management for collection and disposal of solid waste and recyclable materials services for the VA Northern California Health Care System. Waste Management has the only franchise agreement for waste/recycling collection with the cities of Sacramento, McClellan, Sonora, and Stockton which restricts other companies from operating in the area where VA clinics are located. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1. A draft of the performance work statement is attached.
