Description
The NATO Communications and Information Agency (NCIA) intends to issue an Invitation for Bid (IFB) for the procurement, assembly, integration, and installation of commercial-off-the-shelf (COTS) hardware, and site adaptation for the project “Acquisition and Installation of Link 22 Tactical Data Link (TDL) Test Capability at NATO Sensors and Weapons Accuracy Check Ranges (SWACR)”. This project will replace the Link 11 test string that will become obsolete with the sunset of Link 11, at the 3 Test Ranges in the United States of America (1 site), Greece (1 site), and Norway (1 site).
Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with NCIAs eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement
In addition, execution of the proposed contract will require unescorted access and work of contractor personnel at NATO Class II security areas. Therefore, personnel of the winning bidder will be required to hold individual security clearances at the level of SECRET. Only companies maintaining appropriate personnel clearances will be able to perform the resulting contract. The contract award will not be delayed so that contractor personnel may obtain missing clearances.
NCIA plans to issue an IFB using the ICB Procedure for Lowest Priced Technically Compliant (LPTC) evaluations. A single, firm-fixed price contract is planned for the entire scope of work.
The reference for the IFB is IFB-CO-423300-SSSB and all correspondence concerning the IFB should include this reference.
