8. Description:

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501, Only One Responsible Source FAR 13.501(a)(1)(ii) based on proprietary issues. The Government intends to solicit and negotiate with Applied Research Associates, Inc., 4300 San Mateo, Blvd., NE STE A220, Albuquerque, New Mexico, 87110-1295, for engineering and analysis support as it pertains to all aspects of development and maintenance of the Advanced Joint Effectiveness Model (AJEM), to include Fast Air Target Encounter Penetration (FATEPEN), and integration of survivability, lethality, and vulnerability (SLV) techniques and applications with other Modeling and Simulation (M&S) applications. The Contractor shall perform efforts that require the application of established methods, practices, and techniques, and shall recommend new procedures as applicable. The work ranges from answering a help desk and addressing questions to complex M&S tasks for which guidelines and precedents are usually applicable, but interpretation and analysis may be required. Support includes gathering, researching, verifying and analyzing facts; skilled utilization of basic tools and techniques of the field (e.g., software design and development, interactive development environments, applying debugging tools, user requirements surveys, data bases, Unix and Unix based software, C, JAVA, Py...
