• United States Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) seeks to accelerate the application of innovative technologies into deployable warfighting capabilities in support of Special Operations Forces (SOF). This is a sources sought for parties interested in participating in requirements sought by USSOCOM for state-of-the-art technologies and capabilities to support the Advancing Naval Capabilities through Holistic Opportunities and Resources (ANCHOR) Initiative. Early identification of warfighter needs and continuous engagement with users during technology development and fielding will support increased lethality and efficiency.
  The ANCHOR Initiative-s purpose is to form a sphere of technological excellence made up of participants from industry, non-profit organizations, and not-for-profit entities able to rapidly and efficiently propose and carry out, through maximum practicable competitive procedures, the development of prototype solutions that sustain and expand strategic superiority within broadly stated special operations focus areas of interest. It is intended that Participants will perform a strategically important role in developing solutions focused on the development, demonstration and transition of resilient and dynamic technological capabilities critically necessary for the Nation-s Special Operations Forces.
  Other Transaction Authority in accordance with 10 U.S.C. 4022 (inclusive of 10 U.S.C. 4022(f)) and 10 U.S.C. 4023 will be used in support of the ANCHOR Initiative. In accordance with 10 U.S.C. 4023, competitive procedures are not required to be used to enter into agreements to carry out Prototype Projects for experimental purposes by ANCHOR Initiative Participants. In the event an OT Agreement is awarded under 10 U.S.C § 4022, a follow-on production contract or agreement may be awarded to the Prototype Project recipient in a non-competitive manner upon successful completion...
