Title: Agile Communications Annual Software Maintenance Support
The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic-s Intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to Agile Communications for renewal and support of existing software licenses. The Government intends to negotiate solely with Agile under the authority of FAR 13.106-1(b). No other company can provide the compatible hardware for the existing systems. The NAICS Code is 541511 and the Business Size Standard is small.

This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the presolicitation notice can be submitted via the SAM.gov website by 1500/3:00 p.m. Eastern Standard Time (EST) 09/08/2025. Questions concerning this notice should be directed to Curtis Reid at Curtis.l.reid.civ@us.navy.mil. All responses received by 1500/3:00 p.m. Eastern Standard Time (EST) 09/08/2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
This procurement is for maintenance and support of existing software licenses to continue Software Maintenance support renewal including minor version software updates and bug fixes. Provide support for both PC based systems (32 and 64 bit OS ) as well as proprietary NetRAT-HH Systems. Software Packaging: Download-able updates using RPM or IPM Package Management as appropriate.
