This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12 and FAR 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. All prospective contractors must be registered and have an active registration in the Central Contractor Registration (CCR) database to be awarded a DoD contract. This solicitation document, SC06002500536, is a Request for Proposal (RFP) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03. Reference the Solicitation number in the subject line of the RFP response.
See the attached PWS for requirements specifications. The vendor shall provide labor hours for program management, system analysis, engineering support, technical support, testing, validation, training, and go live support for the AFTAT information technology program HTML 5 conversion and technology platform upgrade. As AFTAT is based on the STARLIMS programming language, the vendor must employ staff with experience with STARLIMS programming to include experience performing a STARLIMS quality management technology platform upgrade and performing a conversion of a system from XFD to HTML 5; see PWS for specifications. In the response to this RFP, the contractor shall also cite specific, previously executed contracts supporting use of STARLIMS programming language.
