Testek, LLC is the Original Equipment Manufacturer, owns the technical data, and is the sole designer, developer and manufacturer of the AGTS. The government does not possess the required technical data currently to effectively solicit this requirement by full and open competition. No other manufacturer or procuring agent would have this data and are capable of manufacturing or procuring a complete lay in spares package to successfully meet the Governments requirement.
