Description:
Amendment Seven is to extend the deadline to December 18, 2025 (see Attachment 3 - Terms and Conditions 70Z03826RB0000004 Amendment Seven), and answer the following questions:
QUESTION: How many shifts are currently being operated and what are the current shift hours for those shifts?
ANSWER: As outlined in the Schedule of Services, there are two shifts here at ALC. Day check and Night check.
QUESTION: The CBA identifies “second shift” as eligible for a $1.25/hr premium and “third shift” for a $1.75/hr premium (Article 13). The SOW and operational language reference “ALC Day Check” and “ALC Night Check.” Can the Government please clarify how the CBA’s “second” and “third” shifts correspond to “ALC Day Check” and “ALC Night Check”? Specifically, should the ALC Night Check be treated as second shift for premium pay purposes?
ANSWER: The CBA is an agreement between the Contractor and the Union. The USCG does not deal with the Union. As outlined in the Schedule of Services, we have a day check and a night check. Typically, night check Contractor Employees receive higher pay than day check. Because this is an 8(a) competitive requirement, all proposals received will be reviewed for technical acceptability and price.
