NOTICE OF INTENT TO SOLE SOURCE
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.106-1(b).
The United States Department of Labor (DOL) intends to issue a firm-fixed-price (FFP) sole-source contract award to Appian Corporation. The contractor will provide Appian Expert Delivery services to implement their proprietary Connected Claims Management (CCM) framework through the Appian platform and Connected Claims solutions in support of the Claims Modernization effort to improve the efficiency of claims processed by the Office of Workers- Compensation Programs (OWCP) claims examiners.
The North American Industry Classification System (NAICS) code is 541519 and the size standard is $34.0 million.
This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. DOL anticipates award of one FFP contract for an approximate period of performance of May 27, 2025 to June 24, 2025.
Background:
The Department of Labor (DOL) OCIO is working with OWCP to modernize its claims processes in support of the War Hazards Compensation Act. This will create a replicable methodology for implementing OWCP-s statutory programs that reduces implementation timelines and total cost of ownership. The Appian product called “Connected Claims” is a collection of over 10,000 prebuilt items across 7 different modules that represent insurance industry best practices.
