THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
This is a Special Notice of the National Transportation Safety Board-s intent to award a sole source purchase order to FEI Company (FEI), under the authority of FAR 13.106-1 based on their unique technical qualifications as the only known company authorized to provide a service agreement for one (1) Apreo S LoVac Field Emission - Scanning Electron Microscope (FESEM). The National Transportation Safety Board (NTSB) knows of no other sources for this requirement. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide the required work.
The NTSB is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.
The NTSB has a requirement to purchase a service agreement for one (1) Apreo S LoVac Field Emission - Scanning Electron Microscope (FESEM). A service agreement is required to provide rapid response to keep the system operational, perform preventative maintenance service, and to provide certified replacement non-consumable parts, software updates, and notifications. This proposed purchase order is for a service agreement for 12 months.
The decision to award a sole source order is based on the fact that FEI is the manufacturer of the FE-SEM electron microscope and is the only known company authorized to provide the personnel to perform preventative maintenance service, and to provide certified replacement n...
