THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides for the software modifications to the Raytheon Digital Control Panel (DCP) in support of the DoN-s fleet of F-5 Adversary aircraft. NAWCAD intends to award a Firm Fixed Price (FFP) sole source contract to Raytheon Technologies Corporation (RTX) for twelve (12) months (19 June 2025 - 18 June 2026).

At this time, RTX is the Original Equipment Manufacturer (OEM), the sole designer, developer, and manufacturer with the requisite knowledge, technical capability, and technical data necessary for the manufacture and delivery of the DCP software. RTX is also the intellectual property holder of the software. Any attempt to use a source other than the OEM would result in substantial duplication of cost to the Government for the redevelopment/reverse engineering and testing aspects of the new interfacing and existing software system that would not be recoverable through competition. This effort requires the editing of approximately 1,275 Software Lines of Code (SLOCs) and development of a different transponder would increase coding requirements and development costs.
