The purpose of Amendment 0003 dated January 6, 2026 is to extend the closing date until January 12, 2026. Proposals are due no later than 12:00PM, Eastern Time, on January 12, 2026.
The purpose of Amendment 0002 dated December 16, 2025 is to: Provide answers to questions received in response to this RFP, Provide an updated version of Attachment 2 - Statement of Work Exhibits, Provide an updated version of Clauses,Provide an updated version of the Provisions and extend the closing date of the solicitation.

The purpose of Amendment 0001 dated December 3, 2025 is to extend the closing date until December 19, 2025.
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) is issuing this request for proposals (RFP) to solicit offers for the purpose of awarding a contract to provide Armed Protective Security Officer (PSO) services for Customs and Border Protection (CBP) facilities throughout Puerto Rico.
This requirement is solicited as a commercial item in accordance with FAR Part 12. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates. It is anticipated that this requirement will be issued as an 8(a) Small Business Set-Aside. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price.
The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The estimated PSO basic service hours and Temporary Additional Services (TAS) for the CBP facilities throughout Puerto Rico is 750,000 hours (150,000 hours annually) for a 60-month period.
