- San Francisco Public Works Request for Qualifications As Needed LEED & Sustainability Services 2026 San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award up to four (4) master agreements (Contracts) to pre-qualified Consultant or joint venture (JV) firms to provide professional services in Green Building Leadership in Energy and Environmental Design (LEED) Project Certification, circular construction, deconstruction, and commissioning consulting services to support planning, design, construction, and post-construction of San Francisco Municipal Projects, as described in the attached RFQ. Contract Terms: This RFQ will result in a master agreement for each selected consultant with a total not-to-exceed value of up to $2,600,000. Each master agreement will have a five-year term, with Contract Service Orders (CSO) issued throughout the contract duration. Local Business Enterprise (LBE) Participation: The LBE Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE sub-consulting requirement for this project is 15% of the total value of services to be procured. Eligible LBE/LBE Joint Venture proposers may receive Rating Bonuses according to Chapter 14B (see RFQ for details).
