- The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Russeletric, for the following requirement:

ATS Repair
INTRODUCTION
ATS RPTCS Upgrade: Provide control retrofit upgrades for the below listed legacy Russelectric Transfer Switches to the latest Russelectric ATS control package.

Provide RPTCS configuration 5-controller.
Configuration 5 controllers to allow for Ethernet or serial communications to the Scada or BMS system if required.
All existing ATS accessories to be maintained.
The new ATS controls will be prewired and tested to be installed into the existing transfer switch.
Provide a new door accessory plate (w keypad) and cables harnesses along with a new relay plate.
Provide revised drawings incorporating the previously described modifications.
Provide installation services for the breakers and hardware as listed above.

The VA is required by NFPA 99-Healthcare Facility Code, VA Criteria and by Joint Commission to provide emergency power for critical patient care functions, life safety equipment and critical medical equipment. A failure on the emergency power system has significant negative impact on patient care and medical center operations. In accordance with FAR6.302 1, there is only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
