The mission and Installation Contracting Command (MICC)- Ft. Bliss, TX intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract removing the existing asphalt shingle roofing system at building 118 and providing new metal shingles. Project includes some wood plank deck replacement, new self-adhering underlayment, new metal roof shingles, existing wood soffit and fascia repair and paint, the reinforcement of rafters exposed at soffit, new prefinished drip edge, gutters, and downspouts. Provide a six-nail pattern at each shingle installation. Install in accordance with roofing manufacturers details required to meet manufacturer-s 30-year roof warranty 120 mph wind speed coverage. The work to be performed will be at Building 118, Pershing Rd. located within the Fort Bliss TX Installation.
The contract duration is 120 days after notice to proceed. This project is a Service-Disabled Veteran-Owned Small Business set aside. The North American Industry Classification System (NAICS) code is 238160, with a size standard of $19,000,000.00. The magnitude of construction is between $250,000 and $500,000.
Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states, “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.”
