THIS IS A NOTICE OF PROPOSED CONTRACT ACTION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARD FROM THIS NOTICE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO HIS NOTICE, SOURCES ARE ADVISED THAT PARTICIPATION IN PROVIDING INFORMATION IN RESPONSE TO THIS NOTICE IS STRICTLY VOLUNTARILY AND MAY NOT ENSURE PARTICIPATION IN FUTURE SOLICITATIONS OR AWARDS. THE PURPOSE OF THIS NOTICE IS TO NOTIFY INDUSTRY OF THE UNITED STATES AIR FORCE-S (USAF) INTENT FOR A FUTURE CONTRACT ACTION. NO FOREIGN PARTICIAPTTION ALLOWED.
THIS IS NOT A REQUEST FOR PROPOSALS. This is a notice of intent to award a sole source contract action solicitation FA930425R5002, BENEFIELD ANECHOIC FACILITY ANTENNA SYSTEMS (BAF ANTS) under the statutory 10 USC 3204(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), only one source is capable of providing the supplies and services required at the level of quality required because the supplies or services are unique or highly specialized and involve continuing development of a major system. Award to any other source would result in unacceptable delays in fulfilling the agency-s requirements.
BAF Ants is a new requirement of the 772 TS/EWOM and is considered a new, stand-alone effort. Applied Research Associates (Cage Code 9R446) is the only reliable source that can provide immediate services required.
A Statement of Work (SOW) and redacted Justification and Approval (J&A) for other than Full and Open Competition is attached for reference. The contract will consist of a Cost-Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) line items with a 5-year base period and one six-month option.
