This is the Library of Congress' notice of intent to sole source the continued development of Scriptshifter a utility tool used at the Library. Scriptshifter is a transliteration utility to convert non-Latin scripts to Latin alphabet. This utility was specifically developed to the Library-s specifications over multiple contracts. Each subsuquent contract adding additional scripts as well as maintenance of the infrastructure of the Scriptshifter Utility.
Stefano Cossu is the developer of the Scriptshifter and is the only viable source for continuing this work to add new scripts to this utility. This will be a Sole Source contract to the developer for a base and three years. See the attached Justification and Approval For Other than Full and Open Competition dated 6/6/2025 titled" 2025-LGD-0006 - JA - BIBFRAM -2025 -Final 06062025_Redacted. Also see the attached Statement of Work for this effort.
The Library intends to fulfill this requirement by issuing a sole source contract award to Stefano Cossu of Philadelphia, PA. Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). The capability statement must be received no later than 5:00 pm ET, June 12, 2025. It must be emailed to the contracting officer at bmatsuoka@loc.gov. The capability statement must not exceed five (5) double-spaced pages and shall include the following information:
Company name, SAM Unique Entity Identifier, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, Professional Corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and; Resumes for ... - Documents:
