STARS reviews newly entered violations for plate information in the system. If the plate information is not present in STARS, a request is made through a vendor for both DMV registrant and vehicle information. Once vehicle information is entered into STARS, the DMV vehicle information and the vehicle information written on the ticket go through a verification process which is the initial step towards collection activities. DOF is seeking to solicit a vendor to manage the out-of-state DMV request / reply processing that is necessary for STARS issuance data verification and collection efforts. The life cycle of a parking or camera violation starts with the issuance process which is the distribution of a violation to a vehicle committing an infraction. Violations issued are entered into the STARS system approximately three to ten days after issuance. STARS is the NYC Department of Finance-s (DOF) parking violations computer system.
