The FAA has a requirement for a site investigation and removal action at the location of a former Remote Communications Air to Ground (RCAG) building adjacent to the current Federal Aviation Administration (FAA) Air Traffic Control Beacon Interrogator (ATCBI) on Biorka Island near Sitka, Alaska.
Biorka Island is located
15 miles NE of Sitka and access is via boat or helicopter out of Sitka, Alaska. Access to the former RCAG building foundation, once on island, is via an
2 mile FAA maintained road starting at the FAA Dock located in Symonds Bay, Biorka Island.
The purpose of this pre-solicitation is to solicit statements of interest and capabilities from Small Business Administration (SBA) SEDB 8(a) certified business concerns capable of performing the type of work described in this notice. Full SOW and details will be issued at Solicitation phase.
The work consists of the following:
Phase 1:
Collection of ISM samples across the proposed new ATCBI site. Sampling, demolition and removal of former RCAG building foundation. Removal of lead impacted soil around the former RCAG building foundation.Phase 2:
Additional Option Tasks are included in this statement of work:
Replacement of
90- long 2” PVC power and communication utility conduit with 4” RGS conduit. Clearing of all trees from the proposed new ATCBI site. Removal of all overburden to bedrock across the proposed new ATCBI site.The contractor providing proposal for the initial contract award must also provide proposals for and be able to complete all option tasks. The option tasks must be presented in a separate format from the initial environmental sampling, contaminated soil removal and foundation removal proposal.
