This is a Pre-Solicitation Notice.Veterans Affairs Network Contracting Office (NCO) 5 is seeking to procure Bleeding Control Stations and Kits for the Martinsburg VA Medical Center. The requirement will enhance emergency preparedness and response functions at the Martinsburg VA Medical Center, Community-Based Outpatient Clinics (CBOCs) and other facilities.The Government intends to issue a Request for Quote (RFQ) and award a single Firm-Fixed-Price (FFP) contract to the responsible vendor whose quote is the most advantageous to theGovernment under the procedures in FAR 13.106.Market research indicates that this acquisition will be competed under a brand name or equal Small Business set-aside. The North American Industry Classification System (NAICS) for this requirement is 339113 - Surgical Appliance and Supplies Manufacturing (SBA Size Standard: 800 employees). The Product Service Code for this action is 6545 - Replenishable Field Medical Sets, Kits, and Outfits.To be eligible for award, an offeror shall be actively registered in the System for AwardManagement (SAM) at Sam.gov and be classified as a small business under the NAICS code 339113 in Sam.gov.
