Sole Source Justification and Approval for other than Full and Open Competition. The contracting activity is Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego. Therequiring activity is Commander, Navy Region Southwest (CNRSW), Port Operation, San Diego, CA.This requirement is for Boat Maintenance, Repair, and Technical Support Services in Support of CNRSW PortOperations, Naval Base San Diego, San Diego, CA. The primary mission of Port Operations is to provide waterfrontservices to the U. S. Navy fleet and other Department of Defense activities at the following installations: NavalBase San Diego, Naval Base Coronado, Naval Auxiliary Landing Field San Clemente Island, Naval Base PointLoma, Naval Weapons Station Seal Beach, and Naval Base Ventura County.To support this mission, PortOperations maintains various boats to include Harbor Security Boats (HSB), Barrier Handling Boats (BHB), andPort Operations Oil Recovery and Utility Crafts. These vessels require continuous maintenance and repair to keepthem at their optimum operational specifications. There are no organic capabilities to perform the services requiredhence the requirement for contractual support.The required period of performance is a 3-month period.
