Acquisition Description:
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Railroad Cleaners.

The National Institute of Health (NIH) requires a bridge contract is to ensure continuity of cleaning and laundry services that are essential to continue to protect human safety and human healthcare. We intend to sole source to this vendor, because they are already performing laundry/cleaning services and would not need any additional lead or setup times. This is a temporary bridge from previous contract until a new contract is awarded. This is a sole source “bridge” agreement because the services requested are urgent and immediate to provide continuity of service for patient safety and regulatory compliance. The existing contractor Railroad Cleaners has been providing cleaning services under an existing contract and they meet all the necessary qualifications and certifications.

Requirement:
Cleaning services for approximately 2.5 months.

Place of Performance or Delivery:

The estimated Period of Performance is: Approximately two months, from August 16 2025 to October 29, 2025.

Place of Performance: NIH Clinical Center in Bethesda, MD

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
