Description
This new contract action is an individual sole source justification using simplified procedures for certain commercial products in accordance with FAR subpart 13.5. This is an acquisition of Hirsch entry system maintenance/upgrade from: CertaSite 123 South Keowee Street Dayton, OH 45402 This procurement will be a firm-fixed-price (FFP) award. Please see the Justification and Approval document attached to this posting for additional details.
This is a Synopsis of Proposed Contract Action. This does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), Invitation to Bid, or a commitment, implied or otherwise. This notice is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 3572, as implemented by FAR 6.302.1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Air Force intends to award a Firm-Fixed-Price (FFP) contract to CertaSite.
This is not a request for competitive proposals and no solicitation is available at this time. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by 29 August 2025 at 2PM EST. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
Col(S) Paul W. Tinker has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
