Project Title: Building Management System (BMS) Preventative Maintenance
Agency: 103rd Contracting Office, Connecticut Air National Guard
Description:
The Government intends to award a firm-fixed-price contract on a sole source basis to Automated Building Systems, Inc. for preventative maintenance services on the existing Alerton Direct Digital Control (DDC) systems currently installed at the Connecticut Air National Guard facilities. This requirement is associated with the CEKT252086 project and includes maintenance of DDC systems across multiple buildings on the installation.
This action is being pursued under the authority of FAR 13.106-1(b)(1)(i) — soliciting from a single source — as Automated Building Systems is the only authorized local vendor certified to perform service and maintenance on the proprietary Alerton systems.
Sole Source Justification:
The Alerton DDC systems are integrated across multiple buildings and require specialized service and component replacement to ensure continued operability. Automated Building Systems, Inc. is the only authorized provider in the region certified by Alerton to maintain and repair their systems.
Failure to service these systems with authorized components and personnel would risk:
System degradation, Voiding of existing warranties, and Potential inoperability, which would significantly increase the Government-s cost burden in terms of repair, replacement, and energy inefficiencies.Special Notice:
