  The Internal Revenue Service (IRS) intends to acquire the subscription renewal of the printed materials with Bloomberg Industry Group using FAR Part 13 Simplified Acquisition Procedures not to exceed $750,000. Subscription includes the Bloomberg Industry Group supplemental material of One (1) Set US Estates Gifts & Trusts & Foreign Portfolios and Two (2) Sets US Income Portfolios. Period of Performance is March 1, 2025 to December 31, 2025.
  Bloomberg Industry Group “Bureau of National Affairs” (BNA) is the sole publishers for these book and supplements, for the IRS satellite libraries throughout the CONUS. Periodical Publishers, these materials shall be used in support of the professional legal staff at the IRS, for informational source of litigation, regulation, and legislative research in support of the IRS mission. The materials are copyrighted and only published legal materials written by noted scholars and practitioners in the field of taxation and distributed by BNA.
  A sole source justification - Simplified Acquisitions has been documented in thecontract file in writing. The North American Industry Classification System (NAICS) for this requirement is 513120, and the business standard size is 1,000 employees.
  This is published as a notice of intent not a request for proposals or an invitation for bids. No solicitation shall be issued, therefore such requests for solicitation shall be considered non-responsive. A determination by the Government not to compete this action based upon responses to this announcement is solely within the discretion of the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
