Synobsis / Description:
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-006. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings.
This acquisition is being solicited as a sole source unrestricted procurement under NAICS code 541613, Marketing Consulting Services, which has a size standard of $19 million. (www.sba.gov). For vendor-s quotes to be considered, you must be registered in System for Award Management (SAM) at HTTPS://WWW.SAM.GOV under this NAICS code or very similar NAICS code. Wholesaler NAICS codes will not be accepted. Performance shall occur as stated in the service description. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. This requirement is subject to availability of funding per FAR 52.232-18.
The Utah Army National Guard, in accordance with Federal Acquisition Regulation (FAR) part 13 - Simplified Acquisition Procedures, and FAR part 6 - Competition Requirements, intends to award a firm-fixed price contract on a sole source basis to Brigham Young University (BYU) for out of home marketing/advertising. FAR 6.302-1(a) is being used to solicit this requirement as a sole source requirement.
