This posting is a Pre-solicitation Notice prepared per FAR 5.203, providing offerors advanced notice before formal RFP issuance. When the final RFP is issued, only offerors registered and active in the Procurement Integrated Enterprise Environment (PIEE) will be eligible to access the solicitation, submit a proposal, and receive corresponding documents. Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy-s Command Aircraft Crew Training (CACT) program for academic and simulator training on the C-37B (a Navy configured Gulfstream G-550 aircraft). This acquisition is necessary to facilitate pilot, maintenance personnel and flight attendant training in the C-37B Fleet. Services being acquired under this contract require use of a Federal Aviation Administration (FAA), Level āDā (or higher) flight simulator. NAWCTSD, Orlando, FL provides Contracting and Administrative support for all CACT programs. In accordance with this function, NAWCTSD provides a contract vehicle and administrative support for training on the C-37B (Gulfstream G-550) aircraft. NAWCTSD anticipates competing this requirement using best-value tradeoff source selection procedures. A Firm-Fixed-Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Type is anticipated.
This pre-solicitation notice includes a draft Performance Work Statement (PWS) available to DoD Contractors upon request. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.
