  • The English-speaking Caribbean (ESC) ishighly vulnerable to climate change impacts like hurricanes, rising sea levels,and droughts, which harm ecosystems and livelihoods. Climate-sensitive sectors,such as tourism (13.9% of GDP), face annual losses of 3.6% of GDP due tonatural hazards. Despite contributing minimally to global emissions, ESCcountries struggle with heavy debt from disaster recovery, with a debt-to-GDPratio of 77% in 2023. Limited fiscal space and exposure to external shocksfurther hinder disaster management and development. The region requiressignificant investment to meet climate goals and enhance resilience but faces agrowing climate finance gap. Caribbean SIDS need 26.56billion for mitigation and 26.564 for adaptation by 2030 yet has secured only $800 million fromclimate funds. Private finance is thus crucial for transitioning key sectors suchas energy, agriculture, and tourism to low-carbon and climate-resilient models,by providing capital for green technologies, infrastructure upgrades, andsustainable business practices. Under its Green Finance Programme forthe Caribbean, IFC is supporting the implementation of enabling environmentreforms, including the definition of a green taxonomy, and the design of marketguidelines aligned with international best practices and market standards, thathelp to catalyze climate finance in the region. A well-defined and structuredtaxonomy can support better-informed and more efficient decision making andresponse to investment opportunities that contribute to achieving nationalenvironmental objectives. In the absence of formally agreed-upon definitions,market actors tend to introduce their own; the result is a lack ofcomparability, reliability, accountability, and higher transaction costs. Aregional green taxonomy is useful to provide guidance on the overall financialmarket in the Caribbean.
