Description
This is a pre-solicitation notice for a non-commercial acquisition using FAR part 15. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor shall the Government pay for information resulting from this posting.

The Defense Counterintelligence and Security Agency (DCSA), 27130 Telegraph Rd, Quantico, VA 22134, has an ongoing requirement for requisite Case Processing Operation Center (CPOC) services related to Federal background investigations. The required CPOC services are for functions essential to the completion of background investigations on behalf of the Federal Government. The technical components for this requirement include the following high-level objectives:
Telephone and Switchboard Services Case Processing, to include Application Ingestion, Case Maintenance, Item Level Processing, and Post Closing Program Management National Background Investigation System (NBIS) Implementation Support as it pertains to CPOCThe required services may be performed in Boyers, PA, St. Louis, MO, and/or other Government approved sites.

The procurement is a 100% Small Business Set-Aside. The Government reserves the right to further set-aside this solicitation for a small business socioeconomic contracting program at the time of solicitation issuance. The North American Industry Classification System (NAICS) Code for this requirement will be 561611, Investigation & Personal Background Check Services, with a size standard of $25 Million. The Product Service Code (PSC) will be R499, Support, Professional, other. The resultant contract will be effective with a Base Period of Performance of twelve (12) months, with four (4) twelve (12) month Option Periods to extend the contract at the Government-s discretion.
