• The City of Caldwell seeks proposals from consulting firms and/or individuals with proven expertise and understanding of the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Programs for the preparation of:A Five-Year (2026-2030) Consolidated Plan (CONPLAN)Housing and Needs AssessmentHousing Market AnalysisAnalysis of Impediments to Fair Housing Choice (AI)1-year PY2026 Annual Action Plan.Citizen Participation PlanThese documents are needed so the jurisdiction can pursue entitlement funding for housing and community development activities in accordance with the requirements established by the federal Department of Housing and Urban Development (HUD) based upon the provisions of the National Affordable Housing Act of 1990, as amended.The Consolidated Plan to be produced by this process is to serve as the planning document (comprehensive housing affordability strategy and community development plan) for HUD-s Community Planning and Development formula grant programs within the city, including the Community Development Block Grant (CDBG) Program, for the program years 2026-2030.
