Description:
Escambia County requests sealed bid proposals from qualified residential demolition contractors licensed by the State of Florida and properly insured meeting the minimum qualifications described in the scope of work and instructions to bidders. It is the County-s intent to enter into a contract with the lowest responsible and responsive bidder to provide residential property demolition, site restoration, and site stabilization for the Escambia County Voluntary Home Buyout Program.Funding for this project has been made possible through grants from the Federal Emergency Management Agency-s (FEMA) Hazard Mitigation Grant Program (HMGP) and the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Mitigation Program (CDBG-DR). All procurement and contracting for these services shall follow Escambia County procurement policy and state and federal regulations including, but not limited to, 2 CFR, Part 200; 24 CFR Part 85; 24 CFR Part 570.489, 570.490, 570.502, 570.506, 570.508 & 570.509.The contractor-s work shall comply with FEMA HMGP requirements pursuant to subrecipient agreements H0846, H0869, H0870, and H0955 between the Florida Department of Emergency Management (FDEM) and Escambia County as well as CDBG-DR requirements pursuant to subrecipient agreement HS011 between State of Florida Department of Commerce and Escambia County.
