As part of our foundational research towards answering this question, the objective of this work is to better understand the existing digital data footprint of low-income customers. The work is expected to produce a series of analysis in low and middle income countries that highlight mobile usage and data generation by digitally active low-income customers and allows us to make relevant comparisons across countries, income levels, gender, etc. The end goal is to understand what data could be leveraged by financial service providers or third parties to help the low-income digital segment to use financial solutions relevant to their needs. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). CGAP plays a unique role as a donor-coordination mechanism for funders working to improve the lives of poor people through the power of financial inclusion, providing a valuable platform for information, dialogue and reflection to advance progress towards a collective vision. Using action-oriented research, CGAP tests, learns and disseminates knowledge intended to help build inclusive and responsible financial systems that move people out of poverty, protect their assets and advance broader global development goals. CGAP leverages its relationships with businesses, governments and the non-profit sector to share insights, mitigate risks and protect customers, and help others bring solutions to scale. CGAP serves as a global advocate for the financial inclusion community by collaborating with strategic institutions that influence policy and market development and providing evidence-based research and practical lessons that guide their work. CGAP is supported by more than 30 partners including bilateral and multilateral development agencies, development finance institutions and private foundations committed to advancing financial access for the poor. CGAP is housed in and administered by the World Bank. CGAP is guided by a five-year strategy and annual workplans. The next five-year strategy, CGAP VI, covers the period July 1, 2018 - June 30, 2023 and is built on a theory of change (ToC) that has identified four collective outcomes: β€’ Customers have information, incentives, trust, confidence and networks to participate in the financial system. β€’ Providers offer affordable, responsible, and accessible financial solutions for poor people that are sustainable and at scale. β€’ An infrastructure that enables ubiquitous, efficient, open and safe markets is in place. β€’ A policy and regulatory framework for responsible financial inclusion is in place and enforced. To contribute toward achievement of these outcomes, CGAP-s strategy has identified four priority technical areas including: β€’ Creating customer value β€’ Emerging business models β€’ Enabling infrastructure β€’ Next generation policy Additionally, CGAP will continue to provide industry-level support to share knowledge and scale impact beyond its core partners. This will include improving global learning on impact evidence, supporting CGAP-s members, and focusing on capacity development to scale learning with providers and policymakers. Implementation of CGAP VI is carried out by the Operational Team through a β€œportfolio of projects” designed to achieve the high-level collective outcomes articulated in the theory of change. About the Data Project Rapid expansion of digital services means that data - and the potential of data - is growing at astounding speed. Basic account and mobile phone ownership have increased for lower income segments of the population, expanding their digital footprints. However, two key problems relating to data access and use persist: (1) Data is not being used effectively by providers. Several providers do not have data-driven decision making on their agendas, do not know how to use the data, and do not have the infrastructure to access and use data. (2) The use of this data is not safely organized in ways that benefit the poor. Providers may use the data to exclude or to harm. The ecosystem may not protect the sharing of data or empower individuals (especially women) to use the data to their own benefit. An opportunity exists to shape more effective use of data pools that expand the value of financial services while mitigating emerging risks that may harm or exclude the poor. The core learning question for CGAP is β€œHow can data about poor customers be used to help them capture opportunities and build resilience through financial services?” The Data Project recognizes that expanded penetration of mobile phones and the digitization of many financial transactions mean there is a segment of newly digital low-income customers. This segment includes lower-income people who are recent adopters of mobile technology, the internet, and/or some basic transactional financial service. Some have been brought into the digital world by rapid developments in digital IDs, social media, e-commerce, digital government payments or other digital tools. As a result, the volumes of personal data generated have been increasing at a rate not seen at other times in history. The focus of the Data Project is to develop ways data can be used to improve the value of financial services for this segment, especially to women. The Project will also address the risks of gender-based exclusion and abuse that data use could amplify. In addition, the Project would also unpack how FSPs could be using data in ways that could harm the privacy, security, and economic disposition of customers. The core hypothesis is that data about low-income customers is increasing exponentially, however the positive use of this data in the financial sector for their benefit will not happen without foresight and the right incentives. To benefit the low income segment, the Project aims (i) to help financial service providers (FSPs) make beneficial use of data and (ii) to develop the ecosystem (e.g. infrastructure and regulatory framework for data sharing and protection) to enable effective and safe data use. To address the core questions, the Project will pursue direct learning engagements with three types of actors: (i) FSPs focused on or open to delivering inclusive and safe data-driven financial
