- Bid Synopsis: The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for Child Welfare Quality Review Staffing. This contract resulting from this RFB will support Wisconsin-s Child Welfare Continuous Quality Improvement process by managing and conducting child welfare case reviews in the practice areas of Access, Initial Assessment and Ongoing Services. The majority of the work will support federal requirements mandated by the Child and Family Services review Program Improvement monitoring plan. Child Welfare Quality Review Staff are responsible for understanding and improving the effectiveness of county-based child welfare programs by conducting qualitative reviews. They will conduct qualitative reviews using approved methods and tools and analyzes, organize and communicate these data to various audiences for multiple purposes including compliance and quality improvement. Child Welfare Quality Review Staff will comply with the Contractor Confidentiality Agreement and Conflict of Interest agreement in Attachment F. The State as represented by the Wisconsin Department of Children and Families (DCF) intends to use the results of this Request for Bid (RFB) to award a single contract for Child Welfare Quality Review Staffing. Questions should be submitted as described in the Bid Document Section 1.5. Do not submit questions through eSupplier.
