- The Virginia Contracting Activity (VACA) is requesting in-depth capability-specific information for the architecture, development, implementation, sustainment and transition services and technologies to support the Defense Counterintelligence and HUMINT Enterprise to establish an Enterprise Data Layer as the System of Data Record Holding and Disclosure & Dissemination Engine. Please note this requirement is “SECRET//NOFORN”.
