- Bid Synopsis: East Central Wisconsin Regional Planning Commission (ECWRPC) is issuing this Request for Proposal (RFP) to create a Transit Development Plan for the City of Appleton (Valley Transit). The purpose of the Transit Development Plan is to guide the development of the transit system over the next five years to ensure an efficient and effective transit service. The Consultant will work with and under the direction of Valley Transit and ECWRPC staff to complete the Transit Development Plan as described in the RFP. The Consultant will engage community stakeholders in the development of the Plan. The deadline for this project is March 31, 2026. This project is expected to have up to 80% of the project expenses provided by the Federal Transit Administration under 49 U.S. Code § 5304 (CFDA 20.505).
