- Project Description - The City of Cleveland, Department of Finance, through this Request for Proposal, is soliciting proposals from qualified vendors to provide an Operational Assessment of the 311 Citizen Support Center. The desired term of this contract is early 2025 to December 2025.The vendor must have a broad array of objective assessments, suitable for assessing the current skills of the City-s Citizen Support Center agents and supervisors. These assessments should be administered at a minimum of three (3) times during the course of the contract, at the beginning, midpoint, and end.
